1、获取 chat id:
关注 @RawDataBot 输入 /start 得到类似下面结果：

"id": 后面的 12345678 就是 chat id
2、创建 telegram bot:
关注 @BotFather 输入 /newbot 创建 bot，创建完成后会提示

662822144:AAFRTxW8L4yzetUSnDIU-abc //这串就是 bot token
3、设置 webhooks:
激活插件后点击 set webhooks,
删除 webhooks 点击 delete webhooks
